The central municipal library is one of the oldest libraries in Volzhsky: in October 2004, it celebrated its forty-fifth anniversary. It is a major information and recreation center for Volzhsky’s residents as well as an important source of instructional support for local librarians. The library boasts more than 160,000 volumes and provides services to more than 8,000 patrons annually.

In 2002, the library began computerizing its services and launched the Department of Library Computer Technologies and the Legal Information Center. Today it also provides a number of new computer-based services including legal aid and the use of electronic catalogs of books and articles.

In June 2005, the library opened its Internet access and training Center. The Center is equipped with ten computer stations, an Internet server, equipment for holding video conferences, a scanner and a printer, a digital camera and a multimedia projector.The Center has quickly become popular in the city. It provides free Internet access and e-skills trainings for various groups. It is frequently visited by school and college students, factory workers and senior citizens. It regularly serves as a place for holding educational courses, training seminars and other events.
