The Kemerovo Regional Scientific Library named by V. D. Fedorov is the largest library in the region in connection with the extent and availability of the given services and the different categories of the customers. Along with the traditional cultural and educational function, it has the function as an informational centrer.

We see the priority aims as:
• The expansion of the library activities in the field of local information and culture resources: forming the regional informational base of Kemerovo Region;
• The expansion of the library publishing output;
• Working out the documentation and instructive-educative papers to regulate the library activities.
• Working out and putting into practice the projects designed for further modernization of the informational service field for the library customers, creating good conditions for receiving full and qualitative information, forming the electronic resources of the Kemerovo Regional Scientific Library (KRSL);
• Increasing the library informational-resource base and providing access to the world informational resources;
As the instructive learning centre the Kemerovo Regional Scientific Library forms the regional library policy. That is: to perform the present monitoring of the activities of the Regional libraries (780 public libraries), to determine strategic trends in developing library activities, to monitor the rise of the skill levels of the staff of the Regional libraries and to perform the research work.

Some years ago Kuzbass librarians joined in Non-Profit-Making Library Partnership “Kuzbass Libraries” (NPMLP) its purpose is to cooperate with the activity of the library institutions. The Kemerovo Regional Scientific Library is at the head of the Library Partnership. The activity of the Library Partnership Council and the 8 sections is aimed to solve the problem of saving and developing the library activities in the Region, advancing the status of librarians in society and creating the auspicious conditions for serving the public.

Today the technical resources of the library have increased, this includes computers, reprinting and multimedia functions. A large electronic database was developed; and library patrons as well as those who don't have the membership card can have access to the world wide Internet and internal library electronic databases.
There are 7 servers at the library which support the connection between the personal computers of the library network. The servers make the Internet access possible, support the network of the library, The Culture of Kuzbass website, and the electronic resources of the library.

The management changes at the library are being built according to the general strategic plan which is made till 2010 and which corresponds with the conception of the culture and art development in Kemerovo region till 2010, the priority national project named “Culture” that is being realized in Kemerovo region now.

Improving the Internet Centre is on going. The interest to this library department is caused not only because it gives access to the world informational resources but because it gives training workshops with the different categories of customers: from pupils of handicapped schools to highly-qualified professionals.
90 learning workshops on computer technologies were offered at the Centre, such as: “The Basics of Internet”, “How to Write an Essay”, “Graphics Editor PAINT”, “Resume and CV”, “How to Arrange Children Spare Time in Network”, “ICQ as the network communication”, “Learning games on the Internet”, “Antiviral Programs”, “Internet Search Systems”, “The Informational Resources of the Internet”, “The Text-Based Editor “Word”, The Principles of Saving Information”, “Internet Resources for Librarians”, “E-Mail”, Combination of Educational Programs”, etc.

One of the perspective trends in the development of the library is an active usage of electronic-informational resources including its own informational resources where local information and culture, electronic cataloging makes up one of the important parts.
The library gives access to the remote resources in foreign languages to full text Russian data bases. The media stock at the department of literature on art has organized the digitization of audio documents. Patrons can have access to the remote data-bases in the electronic reading hall as well as in every department of the library.
