Primorsky Regional Library for the Blind is a cultural, educational and recreational social rehabilitation and information center. The library not only supplies its patrons with information but also fosters their social rehabilitation and integration into the mainstream society, providing them with facilities for independent life and work and enabling them to achieve such important life goals as getting adequate education, realizing their creative potential, looking for a spouse, etc. Thanks to its unique resources and technologies, the library serves as the gateway to the world of knowledge, sciences and arts for the visually impaired, whose access to these achievements is often limited.

In 2003, with assistance of Project Harmony, Inc., Primorsky Regional Library for the Blind opened an IATP Center for people with disabilities. In 2006 the Library joined the IDEA Program.

The Center currently offers computer and Internet skills training for the disabled using adaptive computer technologies. Over the last few years, its computer courses helped more than 100 visually impaired people acquire basic computer and Internet skills. The Center also conducts regular seminars (both on the library’s premises and on-site) whose participants discuss various issues pertaining to providing the visually impaired with access to education and IT technologies.
The mission of the Center is to help people with visual impairment learn to see the computer as their window to the world, formerly “veiled,” but now more and more accessible, and assure them that computer skills enable them to find their unique niche in the mainstream society.

Currently 1132 people have received training at IDEA computer courses and seminars, including 285 participants of 59 Microsoft Unlimited Potential courses.
