The NGO, registered in 2008, was launched as a partnership for supporting the development of military schools and military high school classes including raising public and private funds for successful practice and development of educational services.

The Partnership focuses on:
- Improving educational practice and quality of education in military boarding schools and high school military classes.
- Creating optimal conditions for studies, work and recreation and/or optimal living conditions and healthcare for students of military boarding schools and military classes.
- Enhancing moral education in military boarding schools and military classes.
- Assistance in providing finances, information resources, equipment, instructional materials and teaching aids for school buildings and classrooms.
- Stimulating and encouraging the use of effective innovative educational programs, methods and technologies.
- Attracting additional resources (including fundraising) for continuous legal, structural and educational development and support of military boarding schools and high school military classes.
- Assistance and support in acquiring necessary financial, technical, information, educational resources.
- Developing supplementary social security benefits for the faculty and other staff of military schools and military classes; providing training and re-training opportunities; improving their working conditions.
- Improving the living and studying conditions of students, enhancing their social security.
