Mukhorshibir inter-settlement library joined the IDEA project in July 2008.

The library was opened in 1924 and over the years earned the reputation of one of the best local libraries. It remains a key educational, culture and information center of the region boasting a membership of 14,487 users and the collection of 241,682 volumes. The library runs five programs including

• Library as a municipal public information center
• Enrichment Program (moral and ethical education of youth)
• Our Home Country
• Loving Nature Means Loving Your Homeland (environmental educational program);

The library also runs the Center for Business and Legal Information, the Reading for Future Center and the Open Access Center, requiring professional excellence from all its librarians. The library introduces new ICT technologies and innovative methods of library work including grant activities. In 2008 the library submitted several grant proposals including Creative Initiatives of Rural Youth: Establishing a Youth Consulting and Recreational Center ‘We’re XXI’ (under the federal program “Social Development of Rural Areas 2010”), Social and Cultural Portrait of a Young Mukhorshibir Resident and ICT Training Center for Rural Librarians (under republican programs within Buryatya).
