The organization joined the IDEA network in June 2008.

The Dzerzhinsky district NGO for children with disabilities was established in 1994 by parents of children with disabilities and those disabled from childhood. Its main mission is to create an inclusive environment where people with disabilities could advocate and exercise their legal rights and responsibilities, interact with other people and become confident members of the mainstream society. The NGO was officially registered in January 2000.

The organization is governed by a three member Council and currently consists of seventy five families of children with disabilities and those disabled from childhood. It runs the Health School, and the Insights (Otrkoveniya) Parent Club, organizes various events and recreational activities, trips to theaters and museums, the circus and the Botanical Garden. It also holds the yearly art contest “We Can Create, Have Fun and Make Friends” for children with disabilities and those disabled from childhood, participates in NGO fairs, the youth fair “Young Novosibirsk” and other contests, promoting a proactive lifestyle for its members and encouraging them to get involved in public life.
